EuroSouvenir's 0 Euro program, administered through licensed arrangements with the Banque de France and printed by Oberthur Fiduciaire, produces these collector pieces as legal-format souvenirs — not legal tender, but manufactured to the same physical and security specifications as circulating Euro notes. Alexander Stubb, Finland's 13th President, took office in March 2024, making this one of the faster political commemorations in the series. The R. Faille signature is that of the EuroSouvenir program director, not a central bank official.
