The 0 Euro souvenir program, administered by the Kollective Européenne des Attractions et Amusements, launched in 2015 as a licensed novelty tied to European tourism sites. Oberthur Fiduciaire prints the series to genuine banknote specification — real security paper, real watermark — which is precisely what makes these attractive to collectors despite carrying no redemption value. The zero-denomination designation sidesteps EU regulations governing the reproduction of legal tender.

Stockholm's entry appeared in the 2019 run. These sell at a fixed markup at point-of-sale venues, and secondary market prices are almost entirely driven by print run size, which KEAA controls tightly and does not always disclose publicly.
