Spišská Nová Ves is the administrative center of the Spiš region in eastern Slovakia, an area whose medieval German-speaking settler communities — the Zipser Saxons — gave the town its German name, Zipser Neustadt. The EuroSouvenir program, launched commercially in the mid-2010s, exploits the legal framework that allows zero-denomination notes to be produced to genuine euro security specifications without constituting currency. Oberthur Fiduciaire prints them to the same standards as circulating issues — watermarks, security thread, the works — which is precisely the point.
