EuroSouvenir notes are legal tender collector pieces issued under a European Central Bank framework that permits participating institutions to distribute zero-denomination euro novelty notes — they carry the visual grammar of genuine euro banknotes but hold no monetary value. Oberthur Fiduciaire, one of France's principal security printers, produces the series, which keeps the technical specifications close enough to circulating notes to satisfy the program's authentication requirements.
The FIFA World Cup Qatar 2022 edition is one of dozens of themed releases from that year. Its interest lies less in the object itself than in the oddity of the scheme: a sovereign currency's design language, licensed for souvenirs.
