Oberthur Fiduciaire has produced the bulk of the Euro Souvenir series under license from the European Central Bank, which permits the zero-denomination format specifically to prevent these from functioning as legal tender while still carrying official euro security architecture. The hologram strip on this example is genuine banknote-grade, not a foil sticker — the same specification applied to circulating euro notes.
Sea Life Speyer sits on the Rhine in one of Germany's oldest cities, a useful detail given how many of these souvenirs are issued for sites with no particular monetary or historical connection to European currency.
