Zero-euro souvenir notes were introduced in France in 2015 by Richard Faille, who recognized that the European Central Bank's regulations do not prohibit the printing of zero-denomination euro-denominated items — neatly sidestepping counterfeiting law while producing something that looks and feels like legal tender. Oberthur Fiduciaire prints them to full banknote specification, including the security thread, which is why collectors treat them seriously despite the denomination.
Sea Life Oberhausen, opened in 1994 on the site of a former gasometer complex in the Ruhr, is one of the older entries in the series. The Rhine-Ruhr industrial heartland makes for an unlikely aquarium destination, which is precisely the point of the souvenir format.
