The 0 euro souvenir note program, administered through regional tourism offices and municipal authorities, has become a significant collectibles market since its commercial launch around 2015 — essentially a licensed novelty printed to legal-tender specification by Oberthur Fiduciaire but never intended for exchange. Saint-Raphaël's entry into the series trades on Napoleon's documented stays in the town: he departed from Saint-Raphaël for Elba in April 1814, and landed there again on his return from Egypt in 1799. The bicentenary hook is his death on Saint Helena, 5 May 1821.
