Euro Souvenir notes are a licensed novelty program authorized by the European Central Bank, permitting member-state cultural and commercial partners to issue zero-denomination pieces on genuine banknote substrate using registered security printers. Oberthur Fiduciaire, one of the few firms approved for the program, produces these on the same equipment used for circulating currency — the paper and print quality are not decorative approximations.
This particular piece was issued to coincide with Romania's participation in UEFA Euro 2024, hosted in Germany. Romania qualified after finishing top of Group I in qualifying, their first tournament appearance since Euro 2016.
