EuroSouvenir's 0 Euro program, administered under license from the European Central Bank, permits officially sanctioned novelty notes printed to legal banknote specifications — genuine security paper, intaglio printing, and Oberthur's full production line — but assigned a face value of zero to sidestep currency regulations. Oberthur Fiduciaire, one of Europe's major security printers, handles the entire series, which has expanded aggressively since its 2015 launch into thousands of tourist-site issues across the continent.
The Roma issue is one of hundreds in the 2025 catalogue. Collectibility in this series tracks almost entirely with print run size, which EuroSouvenir does not always disclose publicly.
