The Puces de Saint-Ouen — the sprawling flea market at the northern edge of Paris, operating continuously since the 1880s — is one of the more defensible subjects in the Euro Souvenir program, which has leaned heavily on tourist monuments and regional clichés. UEMS licenses these zero-denomination notes to local vendors and attractions across the eurozone; the issuing entity is a commercial body, not a central bank, and no legal tender status attaches to any of them.
Oberthur Fiduciaire's involvement lends the physical object more security engineering than its novelty purpose strictly requires — the watermark is a working feature on a note nobody will ever spend.
