A portrait of the Mona Lisa is placed to the right. The zero euro souvenir note program, administered through a network of licensed retailers across Europe, has been managed by EuroSouvenir since its commercial launch in 2015. Oberthur Fiduciaire prints the entire series under a single production framework, meaning individual country or theme variants share the same security substrate and printing specifications — the Portugal attribution refers to the subject matter, not the issuing territory, which is legally France in all cases.
These notes carry genuine security features deliberately included to discourage counterfeiting of what is, formally, a worthless instrument. That decision alone says something about the program's commercial scale.
