EuroSouvenir's 0 Euro series — produced under license from the European Central Bank and printed by Oberthur Fiduciaire — occupies a peculiar legal space: technically a genuine euro-denominated instrument in format, yet issued with no redemption value by design. Oberthur prints them to the same security specifications as circulating notes, including the characteristic feel of euro-spec cotton-linen substrate.
The choice of Pius XII as a subject remains contested. His conduct during the Holocaust — deliberate public silence while privately facilitating some Jewish escapes — has never been definitively adjudicated by historians, and his beatification cause at the Vatican has stalled repeatedly on exactly that question.
