The 0 Euro souvenir series, produced under licence by Oberthur Fiduciaire and distributed through the EuroSouvenir programme, has issued hundreds of commemorative subjects since the format gained traction around 2015. Pope Pius XI is an unusual choice — he reigned from 1922 to 1939, presided over the Lateran Treaty of 1929 that created Vatican City as a sovereign state, and died in February 1939 just as war in Europe became inevitable.

These notes are legal tender in no jurisdiction, despite the "0 Euro" denomination and authentic Oberthur security paper.
