The 0 Euro souvenir note program, administered through licensed distributors across Europe, expanded to include Vatican City themes as demand from the religious tourism market grew. These notes carry no legal tender status anywhere — the Vatican's actual currency relationship is with the European Central Bank under a monetary agreement that permits it to mint euro coins, not print banknotes. Oberthur Fiduciaire produces the series on genuine banknote paper with security features borrowed from the euro specification, which is precisely why collectors and tourists pay real money for a note worth nothing.
