The 0 Euro souvenir note program, administered by the Société Européenne d'Edition de Pièces (SEEP), issues these through licensed regional and thematic vendors using legal-tender-format paper printed by accredited security printers. Oberthur Fiduciaire produces many of the series, applying genuine security features — UV-reactive fibers, microprinting, a metallic strip — despite the notes carrying no redemption value whatsoever.
Benedict XVI died in December 2022, making this a posthumous commemorative. He had resigned the papacy in February 2013, the first pope to do so since Gregory XII in 1415.
