The zero-euro souvenir note program was formalized by the ESBA in 2015, with Oberthur Fiduciaire securing the exclusive printing contract — a logical arrangement given the firm's long history producing circulating currency for francophone Africa and beyond. These notes are legal in format but carry no monetary obligation, a distinction the European Central Bank formally accommodated. Oberthur prints them at its Chantepie facility under the same security specifications applied to genuine issues: intaglio printing, UV-reactive inks, and embedded security thread.
Plaza Mayor in Valladolid is an unusual choice by souvenir note standards — not a capital-city landmark, which gives this particular release a regional specificity worth noting for topical collectors.
