The zero-euro souvenir note program, administered by the ESBA and printed by Oberthur Fiduciaire in France, operates entirely outside the eurozone's legal tender framework — these notes carry no monetary obligation and are issued purely as collectibles tied to tourism sites. Komárno's fortress, a massive Vauban-influenced defensive complex on the Danube at the Slovak-Hungarian border, was one of the most strategically significant Habsburg fortifications in the region, never taken by direct assault.
Oberthur applies genuine security printing features — including the EURion constellation and a holographic strip — to each note in the series, which keeps them legally distinct from counterfeiting attempts while adding to collector appeal.
