The zero-euro souvenir note program, administered by the UEBU and printed exclusively by Oberthur Fiduciaire, has produced well over a thousand different subjects since launching in 2015. The Eiffel Tower is among the most frequently reissued — multiple date ranges, color variants, and edition runs exist for this subject alone, which creates real headaches for collectors trying to build a complete set.
