EuroSouvenir's zero-denomination notes are legal-format collector pieces, produced under license from the European Central Bank and printed to the same security specifications as circulating euro banknotes. Oberthur Fiduciaire — one of the two French security printers historically contracted for genuine euro production — handles the run, which means the paper, inks, and anti-counterfeiting features are largely indistinguishable from currency in your wallet.
The Paris Eiffel Tower issue was among the first wave released in 2015, the program's inaugural year. No monetary value, no tender status — just a souvenir that happens to be harder to counterfeit than most actual banknotes.
