The zero euro souvenir note program was launched in 2015 by Richard Faille, a French entrepreneur who obtained approval from the Banque de France to produce notes that are technically legal tender at face value — which is to say, worthless in any practical transaction but fully exempt from counterfeiting laws that would otherwise prohibit private production of euro-format paper. Oberthur Fiduciaire, one of the serious players in security printing, produces the series with genuine banknote paper and intaglio printing, giving these souvenirs a tactile authenticity that most collectors find immediately convincing.
The Parc Olympique Lyonnais issue appeared in 2016, the same year the stadium opened in Décines-Charpieu — the club's move out of the municipal Stade de Gerland after decades being a tenant.
