Euro Souvenirs are a legitimate collector product sold through tourism channels across Europe, officially licensed by the European Central Bank under a 2016 agreement that permits non-legal-tender notes bearing the euro design framework — provided they carry a zero denomination. Ostrava, the Czech Republic's third-largest city and a former heavy-industry hub in the Moravian-Silesian region, is an unusual subject for the series given that the Czech Republic does not use the euro at all.
The security thread and watermark are genuine, sourced from euro-specification paper stock — which is why these notes are occasionally passed in low-light retail environments despite the "0 Euro" denomination printed plainly on the face.
