Oradour-sur-Glane was destroyed on 10 June 1944 when Waffen-SS troops of the Das Reich division massacred 643 inhabitants and burned the village to the ground. De Gaulle ordered the ruins preserved in perpetuity as a national martyr site — which is exactly why this souvenir note exists at all. The village has no functioning economy; it is a monument.

The Euro Souvenir program, administered by the UEES, uses genuine Oberthur-printed substrate and passes the technical specifications of euro banknotes while carrying a zero denomination, making them legal to produce under EU rules. Oberthur Fiduciaire has been printing security documents in France since the 1840s under various corporate names.
