The "0 euro" souvenir note market expanded rapidly after the European Central Bank confirmed in 2015 that it had no objection to private issuers producing zero-denomination pieces bearing the euro design, provided the format was clearly non-negotiable. Oberthur Fiduciaire, one of the major security printers behind genuine euro production, prints much of this souvenir series — an odd situation where the same technical infrastructure used for real currency is deployed for memorabilia.
This example, issued under the Slovak nature protection theme, is legal to produce precisely because zero-denomination instruments carry no face value to counterfeit. Collectors should note that print runs for individual themes in this series vary considerably and are not always disclosed by EEBV.
