The EuroSouvenir program, administered under license from the European Central Bank, permits approved printers to produce face-value-zero collector notes that are technically legal novelty items — not legal tender, but not counterfeits either. Oberthur Fiduciaire handles a substantial portion of these runs, printing them to the same security specifications as genuine euro banknotes, including the correct substrate and UV-reactive inks.

Nicholas I of Russia makes for an odd souvenir subject for a euro-denominated novelty — he ruled from 1825 to 1855 and was famously hostile to Western liberalism, suppressing the Decembrist revolt within weeks of taking the throne.
