The zero-euro souvenir note program, launched by the Paris-based Unofficial European Junior Venture (UEJV) in 2015, produces legal-tender-denominated collector pieces printed to European Central Bank specifications by licensed security printers — Oberthur Fiduciaire among them. They bear genuine euro banknote security features, including the EURion constellation and a holographic stripe, which makes them technically indistinguishable in construction from circulating currency, though they have no monetary value and are sold rather than issued through banking channels.
Place Masséna in Nice takes its name from André Masséna, one of Napoleon's marshals, born in the city in 1758.
