The "0 euro" souvenir note format was authorized by the European Central Bank under a narrow exemption: because these notes carry no monetary value and cannot be tendered for payment, they fall outside the rules governing legal tender reproduction. Oberthur Fiduciaire has been the dominant printer in this market since the format took off commercially around 2015, producing notes that are physically indistinguishable from genuine ECB-series paper currency in feel and security feature appearance — which is precisely the point.
