The souvenir zero euro program, administered under license from the European Central Bank, has produced thousands of these legal-tender-denominated novelties since 2015 — printed to genuine banknote specification by Oberthur Fiduciaire on security paper with the full complement of anti-counterfeiting features. The paradox is intentional: a note worth nothing, printed to the same standard as one worth something, sold for several euros at museum gift shops.
