Euro Souvenir notes are legal novelties rather than legal tender — issued under a licensing arrangement that permits the reproduction of euro banknote aesthetics for commemorative purposes, provided they carry a zero denomination. Oberthur Fiduciaire, one of Europe's major security printers, produces the series with a genuine embedded security thread, which is an unusual commitment for something explicitly non-circulating.
The Mönchengladbach edition was released in 2021 as part of a collector market that expanded sharply across Germany during the pandemic years, when tourism-dependent souvenir sales had collapsed and municipalities leaned into mail-order collectibles.
