EuroSouvenir notes occupy a peculiar regulatory niche: they are produced to the physical and security specifications of genuine euro banknotes — including Oberthur's intaglio printing and embedded security features — but carry a zero denomination, making them legal curiosities rather than legal tender. Oberthur Fiduciaire, one of the few private security printers with a long-standing contract relationship with Banque de France, brings genuine banknote-grade production to what is essentially a collector novelty.
The Netherlands connection here is thematic rather than institutional — the Dutch central bank has no involvement.
