The zero euro souvenir note scheme was launched in France in 2016 by Richard Faille, who secured a legal opinion confirming that a denomination of zero carried no monetary value and therefore required no central bank authorization to produce. Oberthur Fiduciaire, one of Europe's established security printers, manufactures the series using genuine banknote paper and intaglio printing — the same tactile technique applied to circulating euro notes — which is precisely the point. The collectibility depends on the notes feeling authentic.

Mini-Europe is the Brussels park featuring scale reproductions of European monuments. This 2017 issue is one of hundreds of attraction-specific notes in the souvenir series.
