Zero euro souvenir notes have been produced since 2015 under a scheme authorized by the European Central Bank, which permits their manufacture provided they carry a clearly non-negotiable denomination. They are printed to genuine euro security specifications — including cotton substrate, embedded security thread, and UV-reactive inks — by the Oberthur Fiduciaire facility in France, the same contractor responsible for a significant portion of actual euro banknote production across the currency union.
The Milano edition is one of hundreds of location-specific issues in the program. Collector demand in secondary markets is heavily driven by print run size, which varies by vendor and is rarely disclosed publicly.
