EuroSouvenir's zero-euro notes are a French-originated collector format, formally tolerated by the European Central Bank, which confirmed in 2015 that denominations of zero carry no monetary value and therefore fall outside counterfeiting statutes. Oberthur Fiduciaire prints them to the same security specifications as genuine euro banknotes — intaglio printing, security thread, UV-reactive inks — which is the point. The novelty is that the substrate is identical to legal tender; the denomination is not.

A Mexico-themed issue is an odd fit for a euro-format note, but the series has never been geographically restricted to eurozone subject matter.
