The Mémorial de Verdun souvenir note was among the earliest releases in what became a sprawling European souvenir series — the UEFP framework was still being established in 2016, and initial print runs for individual sites were modest. Oberthur Fiduciaire, one of France's principal security printers, produced the note, lending it genuine fiduciary construction despite its non-monetary status. The hologram strip is functional security printing, not decorative.

Verdun's memorial museum had undergone a major renovation completed that same year, reopening in February 2016 — the note's release coincided directly with that relaunch.
