The zero-euro souvenir note program was launched in 2015 by Richard Faille under the Union Européenne des Associations des Amis du Billet (UEAA), with Oberthur Fiduciaire holding the exclusive printing contract from the outset. These are legal-tender instruments in the technical sense — the ECB authorized the denomination — but were never intended for exchange, which is precisely the commercial logic behind them. Oberthur prints them to full security-note specification, including genuine intaglio printing and embedded security thread.
