The 0 Euro souvenir note program, administered by the UEEM and printed by Oberthur Fiduciaire in Rennes, produces legal-tender-adjacent collector pieces that are technically valid across the Eurozone but issued at a premium with no expectation of actual monetary use. Lourdes is among the more commercially logical subjects in the series — the town receives roughly five million pilgrims annually, making it one of the busiest religious destinations in Europe, and souvenir sales there operate on an industrial scale.
Oberthur's involvement guarantees genuine security printing: the notes incorporate UV-reactive inks and microprinting used in actual euro production.
