Oberthur Fiduciaire produced this souvenir note under the EuroSouvenir program, which launched in 2015 and allowed European tourist sites to issue legally valid zero-denomination euro notes — a loophole that required approval from the relevant national central bank while sidestepping any actual monetary function. The Flore connection is specific: S645 Flore is a Daphné-class submarine permanently moored at Lorient as a museum vessel, the only such submarine open to the public in France.

Oberthur used genuine banknote security paper and printing techniques for the series, making these far more technically elaborate than typical tourist ephemera.
