Zero-euro souvenir notes are produced under a licensing arrangement with the European Central Bank, which granted permission for their issue on the condition that they bear no legal tender status and cannot be confused with circulating currency. Oberthur Fiduciaire has printed the majority of these collector pieces since the scheme gained traction around 2015. Liptovský Hrádok is a town in northern Slovakia's Liptov region, best known for the ruins of its 14th-century castle — the "hrádok" of the name means small castle in Slovak.
