The zero-euro souvenir note program, formalized under the EuroSouvenir banner around 2015, operates with tacit approval from the European Central Bank — the ECB permits the denomination precisely because no legal tender claim can attach to it. Oberthur Fiduciaire prints the series using the same security substrate and intaglio techniques applied to genuine euro currency, which is the point: the collector value is entirely in that authenticity of production method.
