The Euro Souvenir program, launched in 2015, produces these zero-denomination notes as licensed collectibles — legal in design terms because the European Central Bank's copyright over euro aesthetics does not extend to face values that cannot function as currency. Oberthur Fiduciaire, one of the handful of security printers trusted with actual euro production, handles the physical output, which is why the paper and thread specifications are closer to genuine banknote stock than to tourist ephemera.
The Legoland Deutschland Resort, opened in Günzburg in 2002, is one of several theme park entries in the Euro Souvenir catalog. Each site issues its own distinct note, and secondary market premiums are driven almost entirely by print-run size rather than design variation.
