The zero-euro souvenir note was introduced commercially in France around 2015 by Richard Faille, who recognized that the legal framework governing genuine euro banknotes — specifically the prohibition on reproducing them below a certain scale or without obvious defacement — could be sidestepped by issuing denominated but legally valueless paper through a licensed printer. Oberthur Fiduciaire, one of the few security printers authorized to produce legitimate euro currency, lends these souvenirs genuine banknote-grade paper and intaglio printing, which is precisely why they feel authoritative in hand.

This particular issue commemorates the Tour de France stage at Puy-de-Dôme, revived in 2023 after a fifty-year absence from the race route — the volcano's summit finish had last featured in 1988.
