Oberthur Fiduciaire has produced the majority of Euro Souvenir issues since the series launched in 2017, applying genuine banknote printing techniques — intaglio, security thread, serial numbering — to what is legally a zero-denomination collector item. The European Central Bank authorised the format specifically to prevent confusion with circulating euro banknotes, which is why the "0 Euro" face value is a regulatory requirement, not a novelty choice.
The Lago di Garda issue is one of hundreds of regional tourist titles in the programme. Scarcity is entirely artificial, driven by print run declarations from the issuing vendor rather than any monetary or historical pressure.
