The "0 Euro" souvenir note format was developed in Europe around 2015 as a legal-tender-adjacent collectible — officially valued at zero, distributed through tourist sites and institutions, and printed to genuine banknote specifications by security printers including Oberthur Fiduciaire. La Poste has used the format aggressively for philatelic events, issuing themed notes that blur the line between philatelic souvenir and banknote collectible. Paris Philex is France's principal national stamp fair, which gives this note its dual appeal to both notaphilists and philatelists.

None of these circulate. That is by design, and entirely the point.
