The zero-euro souvenir note program, administered by the Paris-based société HorizonS under the EuroSouvenir brand, launched in 2015 and rapidly became a legitimate collectible category — Oberthur prints them to genuine banknote specification, which is precisely the point. La Montagne des Singes in Kintzheim, Alsace, is a free-range Barbary macaque reserve established in 1969, one of the larger such attractions in Europe. The R. Faille signature is that of Richard Faille, who signed as a symbolic "governor" figure across the souvenir series — a role invented for the program with no actual monetary authority behind it.
