The 0 euro souvenir program launched in 2015 was an Oberthur Fiduciaire initiative sold through tourist sites across France, with each note individually licensed to a participating venue. La Coupole, the underground V-weapon bunker complex near Saint-Omer converted into a history and memory center after the war, was among the early institutional participants. The notes are legal in the sense that they carry a nominal face value endorsed by a eurozone bank, but were never intended for circulation — a collector's object dressed in the clothing of a banknote.
