The zero euro souvenir note program launched in France in 2015 under the Eurosouvenirs brand, a private commercial venture that licensed genuine euro security printing to produce legal-format novelty notes with a face value of zero — meaning they carry no monetary obligation whatsoever. Oberthur Fiduciaire, one of the few security printers certified to produce euro-specification paper and apply genuine security features, handles production, which is precisely why these notes feel and scan like real currency.
L'Île de Ré was among the earliest tourist sites in the inaugural 2015 release wave. The island's appeal to collectors has kept secondary market demand unusually firm for a souvenir product.
