Oberthur Fiduciaire has produced the majority of the EuroSouvenir series under license from the European Central Bank, which granted formal approval for these zero-denomination collector notes in 2015. The approval was contentious — the ECB required strict dimensional and design compliance with genuine euro banknotes, including mandatory watermarks, to prevent any possibility of fraudulent use while simultaneously allowing member-state cultural institutions to issue them freely.
