The 0 Euro souvenir program, formally authorized by the ECB in 2015, permits licensed regional issuers to produce legal-format notes with a face value of zero — technically valid but practically uncirculated by design. Karel IV, Holy Roman Emperor and King of Bohemia from 1346 until his death in 1378, remains one of the most commercially viable subjects in the Czech souvenir market; he founded Charles University in Prague in 1348, the oldest university in Central Europe. Oberthur Fiduciaire prints the series to genuine banknote specification, including security features, on proper currency substrate.
