The zero-euro souvenir note program, administered by EBNP and printed by Oberthur Fiduciaire, occupies a curious legal niche: issued as genuine collector currency under a European Central Bank framework that permits such items as long as they carry no monetary value and cannot be confused with circulating denominations. Vermeer's Girl Reading a Letter at an Open Window — completed around 1657–1659 and held in the Gemäldegalerie Alte Meister in Dresden — was restored between 2017 and 2021, a process that uncovered a Cupid painting beneath layers of overpaint applied after Vermeer's death.
The 2021 date of this note aligns directly with that restoration's public completion and the renewed international attention the work received.
