The EuroSouvenir program, administered under license from the European Central Bank, permits authorized national distributors to issue zero-denomination collector notes using the standard euro banknote format. HUAF — the Hungarian distributor — has used the series to commemorate figures from Hungarian national history, and István I (Stephen I) is an obvious centerpiece: he was crowned first King of Hungary on Christmas Day 1000 AD, established the Roman Catholic church hierarchy across the kingdom, and remains a founding figure of the Hungarian state.

Oberthur Fiduciaire prints the entire EuroSouvenir catalog, applying the same security substrate and print quality used for circulating currency — which is precisely the point of the program's appeal to collectors.
