LEAC launched its souvenir zero euro program in 2017 after securing an official licensing agreement with the European Central Bank, which technically makes these notes legal in design if not in tender — they conform to euro security specifications including the Oberthur-printed polymer thread and UV-reactive inks, yet carry no monetary obligation whatsoever. The Helsinki issue is one of hundreds of city-themed variants produced for the European tourist market, printed at the same Oberthur facility in Chantepie responsible for genuine euro banknotes for multiple member states.
Collectors should note that LEAC serial numbers encode the print run, and the Helsinki edition had a capped issue quantity.
